It depends on the bearing but Maritex have new running clearances and advised replacement clearances published online. In the link below you enter shaft OD and carrier ID to get breakdown of running and fitting clearances, This is used to specify finished bearing sizes given a variety of shafts and carriers.
As an example Maritex Aq 25mm shaft bearing in a 45mm carrier
New bearing ID will be 25.22 - 25.32
Replace when it approaches 25.63. You could use it as a guide but it is specifically for one type of bearing material. Other materials may run larger running clearances due to greater thermal expansion.
